Is it really necessary to ban dogs?

So working search dogs and therapy, police dogs or service dogs are excluded from the ban. What if they are not certified yet? What if they are still in training? Technically you could not bring them. Also, half the Tompson Park would be off limits which is the only place within Watertown, without having to drive for hours, where I can take my dogs for short search training sessions. The other places, due to hunting season now have no trespassing signs or it is too dangerous to go out there if you don't want to be shot.
How is this law really supposed to work if you pass a playground that is close to the road? Do you have to pass the busy road just so you don't break the law?
And the food argument is ridiculous.
Dear Chief, the farmers market is right at Washington Street. Next to Arsenal, Washington is one of the busiest streets in Watertown and you are worried about serving food out there if dogs are present?
What about mosquitis and flies crapping on the food? Or leaves falling off the trees? People touching the food without having their hands washed? But dogs are a safety harzard?

Also, if I can't bring at least those in training I won't be going. I don't leave house without at least one or two dogs and a friend of mine said something that is correct. Dog handlers\owners will stay longer and spend more money if they can bring their dogs. I know, I do.
